Understanding the New Restrictions on Metal Products Transportation in North America

As part of our ongoing commitment to transparency and partnership, we wish to inform you about the latest developments impacting global shipping, including your business.

Introduction

As of April 1, 2024, significant changes are coming into effect regarding the transportation of metal products by rail and truck within North America. Our partners at Hapag-Lloyd and ONE (Ocean Network Express) have issued new guidelines and restrictions that will impact shippers of metal products. To ensure our valued customers are fully prepared for these changes, we’ve summarized the key points from both shipping lines and how MTA can assist in navigating these new regulations.

Hapag-Lloyd Restrictions Summary

Hapag-Lloyd has outlined specific requirements for the transportation of concentrated metal products by rail in the United States and Canada. You can read the full list of restrictions by Hapag-Lloyd here, but key points include:

United States

  • Mandatory signing of an indemnification letter for shippers with a valid service contract.
  • A copy of this letter must be sent to Corporate Logistics.
  • Only approved shippers on the Concentrated Metal Products customer list may transport such goods by rail.

Additional Restrictions

  • Weight restrictions for metal products, with those over 12,000 lbs not accepted for rail transport.
  • Prohibitions on interline transports of concentrated metal products.

Canada

  • Detailed requirements for palletization, weight distribution, and bracing of shipments.
  • Maximum weight and cargo specifications to ensure safety and compliance.
  • Obligatory inspections by Canadian Pacific Railway to uphold standards.
ONE Restrictions Overview

ONE has updated its cargo acceptance policy, effective April 3, 2024, introducing prohibitions for certain metal products transported by rail and/or truck into the United States and Canada. You can read the full list of restrictions by ONE here, but key aspects include:

  • Prohibition of cargoes with specific HS codes, covering a range of metal products, from wires and flat-rolled stainless steel to tool steel bars & rods.
  • A misdeclaration penalty of $2,000 per container for incorrectly declared cargoes.

Implications for Shippers

These new guidelines underscore the importance of compliance and accurate cargo declaration. Shippers must adapt to these changes, ensuring all metal products meet the specified requirements before transportation to avoid penalties and shipment delays.
